Full Access & Coordinated Transportation, Inc. (FACT) is a non-profit corporation formed through
the actions of members of the San Diego community who wanted to create a new transportation
system for the people living in San Diego County.

It is a well known and well documented fact that the current systems of transportation that exist
in our County do not meet the needs of all the people who must rely on public transit or private
transportation for all movement within their community.

FACT will create a system of COORDINATED TRANSPORTATION within our County, that will serve
people whose needs for services are greater than the resources available to the transit
districts. This human service transportation system will eventually be a centrally dispatched,
coordinated system that is based on the needs of the people living in San Diego County

The mission of the CTSA is to coordinate and consolidate transportation services to people with
disabilities, senior citizens and social service agencies.

FACT is the Consolidated Transportation Service Agency (CTSA) for San Diego County
FACT is working with agencies, organizations and municipalities throughout the county
to build relationships and gather support for the vision of a coordinated system of
transportation that serves seniors, people with disabilities and other citizens that are
unable to use or access the current transportation systems.
THE LATEST FACTS FROM FACT!!

The Albert and Elaine Borchard Foundation, Inc of Woodland Hills, California
has generously donated $10,000 to FACT to be used as seed money for the
development of a Mobility Management Center, and as a challenge grant to
other foundations to step up and support FACT.

On June 30, 2008 FACT received a Statement of Support from the City of Poway which supports
the efforts and long-term goals of FACT to seek to offer sound solutions to the transportation
dilemmas faced by those in San Diego County who cannot provide
for their own transportation needs.

disaster related resources in San Diego County

In May, 2008 FACT Board of Directors approved a budget for fiscal year 2008-2009 utilizing funds
from the FTA New Freedom program to begin the development of the FACT Mobility Management
Center in San Diego County.

This project includes:
  • Developing a comprehensive business plan for FACT
  • Locating space and moving into FACT offices
  • Hiring Administrative Support staff
  • Hiring Technical Assistance staff to work with agencies in the community
  • Purchasing ride-scheduling/coordination software
  • Establishing systems for answering calls and scheduling rides
  • Hiring consultant support in marketing, technology and IT, and governmental relations

The projected start date for implementing this plan is August 2008.
2006 NEW FREEDOM PROJECTS UPDATE

1. Full update of the STRIDE website bringing all information up to date, and adding additional
programs that have requested to be listed in the STRIDE database
June 9, 2008  - STRIDE has been updated with the latest information on transportation resources
in San Diego County. Go There....

2. Development of marketing materials describing STRIDE and FACT and implementing a
community wide education program
June 25, 2008 - Contractor hired to create the STRIDE brochure and put together the list for
distribution of the brochure

3. Conducting a survey of all faith-based organizations listed on the North County Inter-faith
website and adding this information to the STRIDE website and/or the FACT resource inventory.
June 25, 2008 - Survey of faith-based organizations is expected to begin in early July.

Additional Projects
4. Making contact with all agencies that participated in the FACT/NCTD Transportation Survey in
2006 and updating all information on resources and needs.

5. Conducting on-site vehicle inspections of vehicle resources in the North County area looking at
size, ability to provide accessible services and technology being used.

6. Evaluating software for ride-scheduling and dispatching for use in the FACT Regional Mobility
Management Center
